"Foresight-Russia", issue 2, 2013

A new issue of the "Foresight-Russia" journal is out of print. The issue contains two articles prepared by experts from Italia and the US respectively who share best practice of evaluating and enhancing innovation performance at regional level. A Microsoft representative considers ethical aspects of the widespread penetration of ICT. Therewith the journal presents a revised macroeconomic forecast for Russia and reviews key events held by ISSEK in the framework of the XIV HSE April International Academic Conference.

Long-Term Foresight: Trends and Best Practices

The theory-and-practice seminar hosted by the HSE’s ISSEK on 20 June, 2013 was devoted to the main trends of long-term Foresight studies in Russia and other countries. Speakers included leading experts of the Higher School of Economics’ Foresight Centre Jean Guinet, Sergei Shashnov, and Alexander Chulok.

Handbook of Innovation Indicators and Measurement

Edward Elgar Publishing has published a multi-author book "Handbook of Innovation Indicators and Measurement". Two chapters are prepared by the HSE ISSEK specialists.

The Moscow News: Science on the sidelines

Kristen Blyth from The Moscow News in her article “Science on the sidelines” reports the results of ISSEK junior research fellow Maxim Kotsemir’s study on the dynamics of the publication activity of Russian researchers in Web of Science in 2001—2011. The Moscow News article is about Vladimir Fortov, the newly elected President of the Russian Academy of Sciences and current situation in Russian science.

Technology Foresight: How to Make It Efficient

On 11 June, the Institute for Statistical Studies and Economics of Knowledge of the HSE (ISSEK) and the RF Ministry of Education and Science hosted a theory-and-practice seminar “Technology Foresight System: Goals, Objectives, Approaches to Organisation”.

A multi-author book “Science, Technology and Innovation Policy for the Future. Potentials and Limits of Foresight Studies” edited by Dirk Meissner, Leonid Gokhberg and Alexander Sokolov is published by Springer Publishing House.

Inter-Departmental Commission on Technology Foresight Commenced Work

On 7 June, 2013 the RF Ministry of Education and Science hosted the first meeting of the Inter-Departmental Commission on Technology Foresight. The participants discussed initial steps to launch nation-wide systematic activity in this area. The Commission members included Leonid Gokhberg, first vice-rector of the HSE and director of the ISSEK, and Alexander Sokolov, director of the ISSEK’s Foresight Centre.

Space launches begin with the roadmaps

Startup Village, the largest start-up conference in Russia, took place on May 26-28th 2013. It was attended by more than 3,000 representatives from innovative companies, venture capital funds, government authorities, development and research institutes, the media, as well as leading experts of the International Research and Educational Foresight Center HSE.

A Bridge between Science and Practice

On May 20, 2013, as part of Innovation Media Day, a discussion panel ‘Technologies of the Future: A View from Innovation Leaders, Development Institutions, and Media’ took place. The panel was organized by the HSE, RIA Novosti, and Russian Venture Company.

Technology Development: a Correct Foresight

On 21 May, 2013 Higher School of Economics hosted a working meeting on the results of the Russian S&T Foresight 2030, and the objectives for the next stage of the study.
